VoiceLip is an online tool that allows you to make audios and pictures of your friends synchronize, making them say whatever you want.

To use VoiceLip, simply upload a set of audios and a picture of your friend. The tool will then synchronize the audio with the picture, making it appear as if your friend is saying the words in the audio.
